Street
Vending:
Regulated street vending is allowed in Manzini
The following rules must be followed;
Street
vending is strictly restricted to the designated areas
only. A vendor must have a valid trading permit
obtainable at Council offices. A vendor must trade only
at the place he/she is permitted to conduct business.
Trading outside the area allocated to the vendor is a
violation of Council’s regulations. A vendor must sell
only the good/ wares he/she specified when applying for
the trading permit. A vendor may not relocate from one
vending site to another without the permission of
Council.
N.B
Failure to follow these regulation is a breach
of Regulation 28 of the Urban
Government Regulations of 1969.
Keeping of animals
No
person shall keep an animal that is a nuisance or
annoyance to other residents within the neighbourhood.
If an animal becomes a nuisance to other residents and
members of the public its owner will have to voluntarily
remove it from his/her property or Council shall be
forced to remove it. Failure to heed these regulations
will be viewed as a breach of regulation 4 of the Urban
Government Regulations of 1969. No person may keep any
domestic animal other than a dog, cat and rabbit without
a valid permit issued by Council. Regulation 6 of the
Urban Government Regulations of 1969 says no person
shall cause any animal to graze within the Urban
boundaries unless he/she has been permitted to do so by
Council. Regulation 7 of the Urban Government
Regulations of 1969.
2.1
Poultry
No
person shall keep more than a flock of 12 live poultry
animals without permission from Council. Regulation 9
says any person keeping poultry must keep it in a
properly built poultry house or runaway, which must be
at least 8 metres away from the nearest dwelling
building. The structure should be constructed according
to the requirements of Council building plans.

2.2
Dangerous and diseased animals
No
person shall allow animals suffering from a communicable
disease or ferocious, dangerous or is on heat to roam
freely on streets. Failure to follow these regulations
may result in a legal prosecution. Regulation 15. No
person shall deposit any litter/refuse anywhere except
at areas designated by Council. A person caught dumping
litter at any other place other than a receptacle (dust
bin, dumpster), shall be forced to clean the area of all
the refuse found there whether the litter has been
accumulated by him or not. The person will also face
legal prosecution. Regulation 18.
3.Dead Animals
No
person shall place a dead animal in a dust bin or
receptable, road side or any premises. Arrangement must
be made with Council for its removal and or disposal.
4.The
Park
Any
person using the park shall obey all instructions given
to him/her by any person employed by Council, for the
purposes of preserving order and regularity therein.
Regulation 22. No person shall annoy, disturb obstruct
or interfere with any person using the park. Any person
caught damaging, destroying or interfering with the
vegetation (lawn), equipment or property of the park
shall be prosecuted. Anyone who litters and leaves
uncollected or does not deposit litter in a dustbin
placed within the park or nearby shall be guilty of an offence.
